生态生产力的实质是自然生产力和社会生产力两者叠加并有机协调而成的生产力合力。西部民族地区面临的政策环境、经济基础和生态生产力主体状况等现实条件决定了它只有发挥自然生态的比较优势，并充分利用现代科学技术来改变社会生产力的劣势现状，大力促进生态生产力水平的提高，优先发展生态产业，实现产业生态化，增强生态产品的研发和生产能力，才能走上以生态产品生产为支柱的特色经济发展道路。进一步提升西部民族地区两个主体的生产力，实现两种生产力的正向耦合，形成强大的生态生产力合力，是西部民族地区经济社会快速持续健康发展的最佳选择。

The essence of eco-productivity is the organic coordination efforts of natural productivity and socialproductivity. The reality conditions that western minority areas face the policy environment, economic base and thesituations of eco-productivity＇s main body decides that only playing its natural ecology＇s comparative advantageand fully using of modern science and technology to change the status quo of their inferior social productive forces,vigorously promoting the improvement of the eco-productivity＇s levels, priority developing eco-industries, realizing theindustrial ecology, enhancing the capacity of ecological product＇s study and production, can we eventually follow thespecial economy＇s development path whose pillar are eco-products.
