从1973年大气环境保护正式启动至今，我国大气污染防治走过了四十余年的历程，防治政策历经各种改革、调整与完善。如何认识这一政策变迁背后的过程逻辑，如何辨识政策变迁的影响因素，成为下一步有 效推进大气污染防治政策的关键所在。借鉴政策网络分析框架发现，大气污染防治政策变迁与政策网络结构的变化相关，其中变化的自变量因素主要涉及政策权力主体地位及话语、政策对象的政策响应、公众利益认知及行为、政策工具选择等方面，这些因素的变化引起了政策网络之间不同程度的策略互动，从而 影响着政策运行的轨迹。

Since the 1970s, the prevention and control ot air pollution has expermncea more man 4u years ana me prevention and control policies have undergone various reforms, adjustment and improvement. How to understand the logic behind the process of policy change and how to identify the factors affecting the policy change will be crucial to effectively promote the air pollution prevention and control policies. From policy network analysis framework we have found that, the changes of air pollution prevention and control policies relate to those of policy networks structure. The independent variables mainly involve the dominant position of power and policy discourse, the policy response of policy object, the public interests cognition and behavior and the policy toot setection. The variations of these actors have caused varying degrees of strategic interaction between policy networks, thus affecting the policy running track.
