基于对《检察日报》2000--2012年期间公开报道的教育腐败案件的收集和整理,本文试图用整理的统计数据分析我国教育领域的腐败现状和特征。统计数据显示自2000年以来,我国教育腐败现象严重且日益高发,涉案金额明显上升;高等教育机构是教育腐败的重灾区;基础建设、政府采购、财务管理和招生教学是主要的腐败领域,其中基建腐败最为严重;教育腐败主体通常在单位有较高行政职务并拥有实际决策权;教育腐败案件潜伏期较长,举报和监察审计是最主要的查处方式;教育腐败案件作案手段大多粗糙且雷 同。提高教育廉政制度有效性的关键在于将系统、协调的理性思维引入制度建设中,防止制度缺陷、漏洞和软约束问题的大量存在。

Based on 185 educational corruption cases reported by Procuratorial Daily during the period 2000--2012, the paper examines the status quo and characteristics of educational corruption by the method of social statistics. Statistical data show that corruption in education has been serious since 2000 and presents a growing trend in severity with higher ed- ucation institutions being the worst area. Infrastructure, government procurement, financial management, recruitment and teaching are the main fields where educational corruption becomes rampant, particularly in infrastruc- ture. Most of the corrupters in 185 cases have higher administrative ranks and are key decision--makers in their working units. Nearly half of the cases have a latent period of 5 years or longer before corruption practice being revealed. Public tip--off and monitoring audit are the most important ways of disclosing educational corruption. The methods corrupters used in undertaking corruption are surprisingly rough and have great similarity. This article puts forward that it would be a great help for people to think systematically and pay attention to coordination between institutions while constructing or improving various anti--corruption institutions, which will enhance the elimination of defects, vulnerabilities, and soft constraints of anti--corruption systems.E
