基层公务员是为公众提供公共服务的主体,其服务能力和水平关乎政府形象及群众的满意度。但目前基层公务员存在着重官轻民、职业素养和专业能力不高的问题;在管理上还不够完善科学,选拔任用中还存在体制机制障碍。因此,需要努力培育基层公务员的公共服务精神,改革考核评价、职务晋升制度,强调行动学习,切实提高公共服务能力,增进整个社会的公共福祉与公共利益。

Grass root civil servants are the main part to provide public service for the masses, whose service capacity is concerned about the image of government and the satisfaction of the masses. Now grass root civil servants value officials and look down upon civilians, so their capacity is poor. In manage ment, it is not perfect and scientific. Now, public service spirit needs cultivation, examination and eval uation mechanism should be reformed, study should be valued, service capacity should be improved so that the whole social public benefit and happiness may be increased.
