2010年日本政府推出公立高中免学费制度，实行战后以来高中教育财政制度的首次大变革，从财政制度上肯定了高中准义务教育机构及国民教育机构的性质和地位。我国高中教育财政制度正在建立过程中，研究日本高中教育财政的制度框架、改革逻辑、实施效果、现实困境和改善方向等有助于我们学习和借鉴。

2010년일본정부추출공립고중면학비제도，실행전후이래고중교육재정제도적수차대변혁，종재정제도상긍정료고중준의무교육궤구급국민교육궤구적성질화지위。아국고중교육재정제도정재건립과정중，연구일본고중교육재정적제도광가、개혁라집、실시효과、현실곤경화개선방향등유조우아문학습화차감。
In 2010, a significant reform regarding the financing of upper-secondary education took place,which made upper-secondary education free. This reform puts upper-secondary education as the part of the national compulsory education system. While China is in the trial process to reform the upper-secondary finance,comparative study on Japan’s case in aspects of institutional frame, reform logic,effectiveness,and impediment will give us significant messages to review our reform.
