内容提要：改革开放之初，中国城市中出现大规模的流动摊贩，挑战和威胁既定的社会秩序，而既有的权力网络资源又难以应对，社会出现了“权力真空”，从而有可能引发“社会失序”。在此背景下，中国政府巧妙设置了一个性质特殊的新部门——城管，来进行“权力生产”和实施“社会控制”，以重塑中国城市的社会秩序。城管在履行重塑中国社会秩序的使命同时，也给处于社会底层的摊贩们造成了一定程度的伤害。在缺乏公民自治传统和制度资源的转型中国，城市管理的可行路径应该是推行“合作共治”的模式，而既不是一味的“政府控制”，也不是纯粹的“摊贩自治”。

＂ In this paper, based on the theoretical perspective of ＂state--society＂, make a carding andin-depth analysis to the behind logic of the story occurred in China ＂urban management and vendors＂. Af-ter the reform and opening up, the large-scale flow vendors appear in big, small and medium-sized city inChina, and bring challenges and threats to the established political order, while the existing cyber sourceand power is difficult to deal with, so the society appears ＂power vacuum＂, which may lead to ＂social dis-order＂. In this context, the Chinese government neatly set up a new Department--urban management, toachieve ＂power reproduction＂ and ＂social control＂, to restore social order of Chinese city. Finally, the ur-ban management returns social order to the Chinese city, but also do a great disservice to the Chinese peo-ple especially the underlying social vendors. And in the transformation China lack of civic autonomy tradi-tion and system resources, the feasible path for urban management should be the implementation of the＂cooperative governance＂ mode, but is neither the blindly ＂control＂ nor the pure ＂autonomous＂.
