基于1994—2010年省级数据,建立省级面板数据模型和运用系统GMM估计方法,分别考察财政分权和经济增长对公共部门就业规模的影响。研究发现：财政分权与地方政府的公共部门就业规模并非呈现简单的正相关关系,而是存在非线性的U型关系。总体来看,经济增长与公共部门就业符合瓦格纳法则,经济增长促进了公共部门就业水平的提高,但是两者之间在散点图上呈现为抛物线形态,即存在一个经济增长的转折点,在此点之前,经济增长对于公共部门就业的影响为正;而在此点之后,经济增长对于公共部门就业的影响为负。

With provincial data from 1994 to 2010, by establishing dynamic panel data model and using the system GMM, this paper investigates influence of fiscal decentralization and economic growth on the size of public sector employment. The study found that fiscal decentralization and local government pub- lic sector employment scale are not simple positive correlative, but have U type nonlinear relationship. In addition, economic growth and public sector employment are in accordance with Wagner law, economic growth continuously promotes the level of employment in the public sector, But they show a parabolic shape in the scatter plots, that is, there is a turning point of economic growth, before which, impact of economic growth on public sector employment is positive, while after which, impact of economic growth on public sector employment is negative.
