以中国公共卫生服务均等化水平为考察对象,从地区与城乡双维度,运用泰尔指数分解法对2005—2010年公共卫生服务的收敛性进行研究。结果表明,自2007年以来,公共卫生支出收敛矛盾的主要方面是地区间的不均等,次要方面则是城乡间的非均等,而地区—城乡内部的非均等矛盾呈现上升之势。为此,应该根据中国的实际情况,确定财政政策的着力点,并予以相应调整,对非均等性进行动态控制。

This article uses the level of China’s public health service as object,and uses the decomposition method of Theil Index to conduct extensive and in- depth research on its convergence from dual dimensions of region and urban- rural from 2005 to 2010. The result of empirical research show s that the main contradiction of convergence of public health expenditure exists in regional inequality since 2007,secondary contradiction is inequality betw een urban and rural areas,and the regional urban and rural internal inequality show s a rising trend. Accordingly,the priorities of fiscal policy should be identified and relevant adjustment should be conducted to carry out dynamic control on inequality in according to actual situation in China.
