党的十八大明确提出我国要实施创新驱动发展战略,而创新资源是决定创新能力高低的关键因素。文章基于浙江省11个地级市2003-2012年面板数据,从企业和政府两大创新资源投入主体,考察区域科技投入对创新产出的影响。结果发现：浙江区域企业与政府的科技投入在创新过程中起到不同的作用,企业资金投入对技术创新的影响主要集中在技术知识的应用和产业化阶段,而政府的资金投入对区域技术创新的影响则主要集中在技术知识的生产阶段;企业与政府的创新资源投入对区域创新的作用存在门槛效应。最后,文章提出了提高浙江区域科技创新资源使用效率的对策建议。

The Eighteenth National Congress of the CPC explicitly announced to implement the strategy of‘innovation-driven development’. Innovation resources are one of the determinants of China’s innovation capacity. Based on the panel data of the 11 prefecture-level cities in Zhejiang Province from the year of 2003 to 2012,the paper analyzes,from the perspective of both enterprises and governments, the relationship between science and technology investment and regional innovation output. The results show that regional science and technology investments from enterprises and governments in Zhejiang Province play differ-ent roles in the innovation process. The impact of the enterprises’investment on technology innovation mainly concentrates on the application and industrialization phases of technological knowledge,while the influence of the governments’investment on regional technology innovation mainly focuses on the production stage of technological knowledge. Meanwhile,there is a thresh-old effect between innovative resource input of enterprises and governments and regional innovation. Finally,the paper puts for-ward suggestions to improve the efficiency of using regional innovation resources in Zhejiang Province.
