党的十八届三中全会明确将推进国家治理体系和治理能力现代化作为全面深化改革的总目标，治理从一个学术概念上升到国家发展战略的高度，这是中国特色社会主义现代化理论与实践的重大突破。“推进国家治理体系和治理能力现代化”从国家理论上深化了我们对马克思主义国家本质和职能的认识，为实践中推进国家治理现代化提供了理论指导，为我们破解现代化进程中的治理困境，深化对中国特色社会主义现代化规律的认识和把握。

In the third plenary session of 18th CPC Central Committee, promoting the modernization of China＇s governance systems and governance capacity is set as the general goal of the comprehensively deepening reform. Thus, the term ＂governance＂ is raised from an academic concept to the height of national developing strategy, which is a great breakthrough in the theory and practice of modernization of socialism with Chinese characteristics. The advancement of this strategy has both theoretical and practical significance. It strengthens our understanding of the nature and functions of Marxist state from the perspective of state theory and provides theoretical guidance for promoting the modernization of state governance in practice. Besides, it helps us to break the plight of governance in the process of modernization and deepens our understanding and grasp of the modernization of socialism with Chinese characteristics.
