多源流理论是针对政策议程研究的重要工具。本文在理论修正的基础上，尝试对其进行本土化改造，并在结合国内政策过程实际的基础上对其进行了理论扩展，借用扩展后的多源流模型，对国家出入境政策——《出境人境管理法》的制订过程进行了深入分析，描绘了问题、政策、政治这三种源流的动态作用，以及与政策之窗的结合过程，针对理论在国内应用中的问题和不足进行了讨论。
多源流理論是針對政策議程研究的重要工具。本文在理論脩正的基礎上，嘗試對其進行本土化改造，併在結閤國內政策過程實際的基礎上對其進行瞭理論擴展，藉用擴展後的多源流模型，對國傢齣入境政策——《齣境人境管理法》的製訂過程進行瞭深入分析，描繪瞭問題、政策、政治這三種源流的動態作用，以及與政策之窗的結閤過程，針對理論在國內應用中的問題和不足進行瞭討論。

The muhiple streams theory is an important tool for the study of policy agenda. Based on the revised theory, this pa- per attempts to restructure and extend it according to the domestic policy process. Then by applying the extended theory model, it examines the stipulation process of national exit and entry policy - the Exit and Entry Administration Law, presenting the dynamic roles of problem stream, policy stream, political stream and the combination process with policy window. At last, the paper makes some discussion on the problems and deficiencies concerning the theory application in our country.
