渐进式性是我国改革开放的模式。金融改革位于整体经济改革的后尾部,是改革利益纷争的焦点。金融改革开放遵循了先建立-后改革-再开放的渐进性原则。随着改革开放进入深水区,金融渐进性改革的弊病凸显,包括资源错配、寻租盛行、风险集聚和内生性阻碍。渐进性模式必须修正和完善,强化顶层和系统设计、摆脱实验模式依赖、加速改革进程、改变＂以开放促改革＂的思维模式是必然出路。

China＇s reform and opening up is a gradual process. The financial reform lies at the tail of the overall economic reform, but is the focus of conflicts among different interests in the reform. It follows a gradual pattern and moves on from its initial establishment, through its successive reform, to its final reopening. With the deepening of the reform, the disadvantages of the gradual financial reform begin to emerge, which include resources mismatch,rent-seeking, risk accumulation and endogenous barriers. Hence, the gradual reform pattern must be developed and revised. A new pattern that focuses on the top-level and systematic design, that becomes independent of experimental mode, and that accelerates the process of reform and changes the belief in the function of opening-up to prompt related reform is becoming an inevitable choice.
