随着经济社会的发展和中国特色社会主义实践的深入推进,绿色民生建设越来越成为一项重大而紧迫的任务,并彰显出巨大的时代价值。然而,绿色民生是一个具有多重意蕴的复合概念,需要放在广阔的政治哲学视域中考量。绿色民生以人的基本权利为底线,注重客观数字与主观感受同步提高,注重可持续发展,并以“法律介入民生”、“法律根据民生”为表达方式。因此,绿色民生的政治价值取向必然聚焦于以人为本、普遍正义和民生幸福。由于具有意识形态、规则和有效性三者结合的散布性支持,绿色民生具有最广泛意义上的政治合法性,也就具有行为的正统性或正当性。从政治哲学层面对绿色民生观解读,有助于为解决民生问题提供更为清晰的目标和动力,为持续实现民生幸福提供合理性说明和理论支撑。

With the further development of economy and society, and also socialist practice with Chinese characteristics, the construction of ＂green＂ people＇ s livelihood has become a more sig- nificant and urgent task for the nation. ＂Green＂ people＇ s livelihood, a compound concept with variety of connotations, however, should be weighed in the perspective of a more extensive political philosophy. ＂Green＂ people＇ s livelihood is based on people＇ s basic rights, highlighting both the increase in statistical figures and the improvement of people＇ s well-beings, and also sustainable development. Therefore, the political value orientation for ＂green＂ people＇ s livelihood certainly focuses on human fundamental, universal justice and people＇ s well-beings. Supported by the combination of ideology, rule and effectiveness, ＂green＂ people＇ s livelihood has the broadest sense of political le- gitimacy, as well as the justification of conducts. The interpretation of the concept of the ＂green＂ people＇ s livelihood in the perspective of political philosophy contributes to a clear motivation and target for problem solutions in people＇ s livelihood, and a reasonable explanation and theoretic support for the realizations of people＇ s well-beings.
