社区与传播有着天然密切联系。社区传播是现代社区发展的基本组成部分，是调动居民进行民主参与建立信任的平台，是参与大众传播构建舆论议题的助推器。社区传播参与机制的核心在于居民的社区实践，进而解决好管理与服务、使用与满足、互动与联动、技术支撑与应用平台这样四个关键问题。城市社区传播参与机制的主要构成要素为社区媒介管理平台、社区协调平台、社区活动管理平台和社区外界服务与互动平台。构建城市社区传播参与机制模型应具有的功能在于：社区在线是政府在线互动平台的基础，它引导民众参与政治政务；加强社区文化建设，发挥“城市文化资本”的再生产功能；提升民众媒介素养，建设终身教育理念；推动风险沟通制度化，赋予民众“知的权利”。

Communities has a naturally closed connection with dissemination. Community dissemination as abasic part of modern community development becomes a platform on which residents can be stimulated to par-ticipate in democracy and build trust, and functions as a supporter for forming issues of public opinions duringmass dissemination. The core of community dissemination mechanism lies in community practice among resi-dents, so we should handle well with management and service, use and satisfaction, interaction, technicalsupport and application platform. Its major elements cover management platform of community media, commu-nity coordination, activities management and external services of communities and interactive platform. Thefunctions of building community dissemination and mechanism mode should meet the following demands： com-munity-online remains the basis of government online interaction to guide the masses to participate politics andpolitical work ; we should strengthen community culture progress to reproduce and bring into ＂city cultural cap-ital＂ ; the masses should be enhanced in their media quality to build a lifelong education value; risk communi-cation ought to be propelled to grand the masses for ＂a right of knowledge. ＂
