福利政治蕴含着福利资源配置中国家与社会之间的权力关系，通过在社会结构框架中的实践呈现出来。以往我国反映这种权力关系和结构特性的是单位制度。目前，单位制度对城市社会的影响逐渐减弱，但并未完全消失，因此呈现出“后单位社会”的特性。“后单位社会”的住房保障中新旧体制和新旧结构性因素并存，政府与社会成员之间以及社会组织之间的权力关系处于动态建构的状态。政府在联合社会力量推进住房保障的过程中，产生了体制复归和体制创新两种后果，这两种效果是当下社会福利政治的独特表现，应予以辩证理解和科学把握。“后单位社会”福利政治的目标首先是社会成员具有表达并实现权利的组织载体，其次是社会组织在福利资源配置中处于平等的地位。

Welfare politics contains the welfare allocation of resources which reflects the powerrelations between state and society, which has demonstrated through the practices in social structure inthe present framework. In the past, China＇s unit system reflected the power relations and structuralfeatures. At present, although the impact of the unit system of urban society had been weakenedgradually, it does not disappear completely. This kind of society is called ＂post-unit society＂. Both thenew and old systems and structural factors coexist in the housing security in the ＂post-unit society＂. Thepower relation among the government and society members as well as organizations is being constructeddynamically in practices. In the process of jointly pushing forward the housing security system bygovernment and social forces, it results in system reversion and system innovation. The effects are trueportrayal of welfare politics in ＂post-unit society＂. This should be understood dialectically and correctly.The goal of welfare politics reflects in two aspects ： the first is that there should be channels of expressingrights of organized social member; the second is that the relationship of all organizations should be equal.
