在灾害救援的实践探索中，非营利组织之间自发合作逐渐成为灾害救援中各主体的重要参与方式。非营利组织自合作，旨在通过合作网络的构建和社会救援资源链条的形成，力图在政府应急管理体系对社会参与主体缺乏有效统筹的制度背景下，形成社会参与的内生优化，从而提升救援能力和参与有效性。本文以四川芦山地震救援中成都公益组织“420联合救援行动”为个案，梳理、分析非营利组织自合作的过程和行动逻辑，最后针对政府如何对非营利组织自合作进行定位和制度容纳等关键性问题作出展望和讨论。

Cooperation has been a mainstream in the disaster relief by all participating entities. In the practice of disaster relief, NGOs have gradually explored and maintained the self--organizing cooperation. In the context of a lack of effective in- stitutional coordination on various participants in governmental emergency management system, self--organizing co operation of NGOs, aiming to construct cooperation network and resource chain, optimizes social strengths endoge nously, thus being more capable and effective. The paper analyses the process and action logic of NGOs self--organizing cooperation in the case of 420 joint rescue action by Chengdu public welfare organizations in Lushan Earthquake. The last part gives further discussion and prediction of critical development problems, such as how to define and insti tutionalize NGOs self--organizing cooperation by government.
