京津冀区域一体化提出已久,可是成效却不显著。文章认为,京津冀三地在环境问题上面临着集体行动的困境和环境治理外部性的困扰,在此现实情况下,环境保护合作有望成为三地实质性区域合作的突破口和三地深度合作的实验田。欧盟环境保护与协调机制以共同法律基础为依据,成员国联合行动,共同治理;且从单纯的治理污染演变到主动预防,形成了一套高效运作的环境合作与区域协调机制。从不同利益主体角度来看,欧盟环境保护与协调机制可以为我们所借鉴,在设计京津冀区域环境保护合作机制时可以从法律制度支撑,合作组织机构设置等维度设计,以期实现京津冀区域环境保护合作机制的高效运转。

Beijing-Tianjin-Hebei regional integration started a long time, but it was not anything outstanding results. Beijing, Tianjin and Hebei face a difficult situation in collective action and environmental governance externalities on environmental issues .In this reality, environmental cooperation is expected to be a breakthrough and experimental field. EU environmental protection and coordination mechanism established on the basis of the common law. Member States joint action and common governance. From the simple to the active developed pollution prevention and eventually formed a regional environmental cooperation and coordination mechanisms for an efficient operation. From the perspective of different stakeholders, we can learn fi'om the EU environmental protection and coordination mechanisms. We design Jingjinji regional cooperation mechanisms can be considered the legal system to support environmental protection, cooperation organization set angles in order to achieve efficient operation of Jingjinji regional environmental cooperation mechanisms.
