Serious environmental pollution and insufficient resources in China require that enterprises should conduct energy conservation and emission reduction. However, energy conservation and emission reduction will increase enterprise cost and lead to greatly difficult implementation. This article analyzes economic agent for enterprises performing energy conservation and emission reduction, and from the perspective of game theory interprets guarantee factor that can make energy conservation and emission reduction be carried out smoothly, fin-thermore, produces that energy conservation and emission reduction must be promoted. It' s fimdamental key to solve problems of ecology and environmental protection that adjusting industrial structure, encouraging enterprise technology innovation, guiding transformation by market mechanism, establishing strict reward and ptmishment mechanism.
