大气污染的复合性、流动性等特点决定了在京津冀大气污染治理问题上必须高度重视区域合作。目前，三地正在积极探索区域大气污染合作治理的有效途径。从法治的视角研究京津冀大气污染合作治理，有利于加快京津冀大气污染治理的法治化进程，推动京津冀协同发展。具体应当从京津冀区域联合立法、区域联合立法框架下的京津冀地方立法、京津冀统一执法等层面为京津冀大气污染合作治理提供全方位的法治保障。

Because of the complexity and liquidity of the air pollution, we must pay more attention to the cooperative governance in the air pollution control area during Beijing, Tianjin and Hebei. At present, these three regions are actively exploring effective ways of regional air pollution cooperative management. From the perspective of the rule of law to research the cooperation of Beijing, Tianjin and Hebei in the area of air pollution control, it will speed up the legalization process of air pollution in these three regions and promote the coordinated development of these three regions. We should provide full legal security from three aspect, such as the regional joint legislation, the local legislation and the unified law enforcement.
