本文构建了全球价值链(GVC)内在机理与中国嵌入GVC方式下技术进步效应的分析框架与假说.并利用1999-2012年23个工业行业面板数据.基于投入产出表与索洛残差法分别测算工业行业GVC嵌入程度与全要素生产率。结果表明:工业行业嵌入GVC程度整体呈上升趋势.并且高技术工业嵌入程度远远高于传统工业:工业行业技术进步明显。实证检验结果显示。GVC嵌入能够推动技术进步.但同时由于抑制效应的存在.导致GVC嵌入与技术进步呈倒U型关系。这是对“GVC低端嵌入限制了中国技术进步”有关观点和中国嵌入GVC价值的重新认识与审视.对中国企业转型升级与技术进步战略具有颠覆性启示。另外,研发强度一定程度上阻碍技术进步:行业集中度越高的行业技术进步越明显:产权制度因素对技术进步存在“制度改进效应”:行业外向度加深反而会限制技术进步;高技术密集度行业可能遭遇到“技术瓶颈”。最后,发现部分高技术工业行业存在过度嵌入的情况.

The framework and hypotheses for analyzing the effect of global value chain embeddedness on technical progress are constructed on basis of the internal mechanism of GVC and the way embedding in GVC in this paper. We use panel data including 23 industries from 1999 to 2012 to measure the degree embedding in GVC and TFP of industries by input-output tables and SR. Evidences show that the degree embedding in GVC of industries as a whole is on the rise and high-tech industries are far higher than the traditional. In addition, technical progress is obvious and the main driver is the promoting effect of GVC. However, there is an inverted U-shaped relationship between global value chain embeddedness and technical progress as a result of the existence of the inhibitory effect. These innovative results are propitious to reaequaint the popular viewpoint that capture and lock from GVC limit China's technical progress and value embedding in GVC, which provides disruptive revelation into the strategies of transformation, upgrading and technical progress. Besides, R&D restricts technical progress in some extent. The higher industrial concentration ratio is, the stronger technical progress should be. The factors for property fight have system-improved effect on technical progress. The deepening of extroversive index would restrict technical progress. The industries possessing higher densities of technology may encounter technical bottleneck. Finally, we find that some high-tech industries have embedded in GVC excessively at present.
