在1910年的资政院第一次常年会上，激进的议员两次弹劾军机大臣，其言论、行为、心态处处引领激进思潮。弹劾案是议院内外激进势力相互激荡的结果，也与载沣和军机大臣无视权力结构的巨大变化，依旧延续传统的政治思维和行事方式密切相关，更是宪政制度顶层设计的内在矛盾的具体体现。议员们的胆识和勇气固然可嘉，但他们的激进行为非但没能加快立宪步伐，反而严重破坏了政治生态，这种初衷与结果的背道而驰、程序与目的的错误取舍促使我们对政治激进主义深刻反思。历史的教训告戒我们：改革必须步步为营，率先营造绿色政治生态是政治转型成功的先决条件。

In 1910, at the first annual cabinet conference, radical senates twice attempt to impeach the military minister. The impeachment is the result of interactions between radical forces inside and outside the cabinet. This is also due to the fact that Zai Feng and the military minister keep ignoring the significant changes in the power structure, and that it even reflects inherent contradictions of the constitutional legislators, who are courageous, but whose aggressive behaviors only seriously damage the political ecology. The lesson is that reforms cannot be implemented radically, and the first step is to create a proper political environment as a prerequisite for a successful political transition.
