经过改革开放35年的发展,中国旅游业取得了巨大成就,中国成为世界旅游大国,正朝着建设世界旅游强国的目标迈进.但发展中存在着的旅游产业市场化发育程度不高、促进旅游业发展的政策制度不完善、旅游公共服务不足、区域旅游发展不平衡、入境旅游增长乏力等问题,因此,中国旅游业需要转变发展方式、提升发展质量.基于十八届三中全会审议通过《中共中央关于全面深化改革若干重大问题的决定》的宏观背景,在市场与政府关系理论指导下,梳理中国旅游业发展历程,得出市场主导下的多主体改革是未来发展的必然选择.从政治、经济、文化、社会、生态建设等五个方面对旅游业应发挥的作用进行定位,构建旅游业多主体改革模型,分别对市场、政府、社会组织等旅游业改革主体提出具体改革举措建议,以期为中国旅游业的发展提供理论参考.

After 35 years' development of the implement of the reform and opening policy, China' s tourism has made great achievements, China has been the important world' s tourism country, and is stepping into the row of the most powerful tourism country. However, there are a number of problems existed in the developing process, such as the degree of tourism market is not high, the policies and institutions promoting tourism development are imperfect ,tourism public services are inadequate, regional tourism developments are imbalance, the growth of inbound tourism is weak and so on. Thus, China' s tourism needs to change developing mode and improve quality by reform. Based on The Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the close of the Third Plenary Session of the 18th CPC Central Committee, under the guidance of the theory of market and government relations, the paper analyzes the history of China' s tourism reform and development, concludes that the market - oriented reform will be the inevitable choice in the future. Then presents orientation for future tourism development from the political, economic, cultural, social and ecological aspects, and establishes the multi - agent tourism reform model, tries to propose specific reform initiatives for the market, the government, and industry organization respectively, so as to provide theoretical references for the development of China' s tourism.
