清代是由满族建立的王朝，在以满族为核心的统治集团中，蒙古八旗是重要的依靠力量。蒙古族边疆大臣大多出身于蒙古八旗，比较集中地派出到西藏、新疆和外蒙古。选派蒙古族边疆大臣的出于朝廷对蒙古族的信赖因素，也有蒙古族在历史上影响、蒙古族与藏族和外蒙古的文化认同因素。蒙古族边疆大臣自幼接受蒙、满、汉多种语言文字教育，其汉文创作数量和水平都非常可观。

청대시유만족건립적왕조，재이만족위핵심적통치집단중，몽고팔기시중요적의고역량。몽고족변강대신대다출신우몽고팔기，비교집중지파출도서장、신강화외몽고。선파몽고족변강대신적출우조정대몽고족적신뢰인소，야유몽고족재역사상영향、몽고족여장족화외몽고적문화인동인소。몽고족변강대신자유접수몽、만、한다충어언문자교육，기한문창작수량화수평도비상가관。
The eight banners of Mongolia is the important supporting strength in Qing dynasty which is founded by the Manchu ,and of which the Manchu is the core .And the Mongolia frontier ministers mostly come from the eight banners of Mongolia ,mainly sent to Tibet ,Xinjiang and Mongolia .The reason to select and ap-point Mongolia frontier ministers is that not only the Qing dynasty has trust in Mongolia but also Mongolia has deep influence in history and has the common recognition with Tibetan and outer Mongolia in culture .Besides , Mongolia frontier ministers learned language and characters of Mongolia ,Manchu and Han when they were young .Thus ,the quantity and quality of the Han language works written by Mongolian frontier ministers is very impressive .
