我国出口导向型战略的实施已完成两次跨越，但跨国公司在全球分工体系的主导地位导致我国面临在全球价值链分工锁定的威胁。我国出口导向型产业亟待实现第三次跨越。跨国公司直接投资给进口替代型产业带来诸多新的影响，进口替代型战略的内向型特征被大大削弱。汽车工业已经从进口替代型产业发展成为边际产业，而作为进口替代型战略的典型代表医药工业显示出后来者居上的发展势头。三大制造业的发展体现了动态比较优势的培育从“出口部门一边际部门—，进口部门”的阶梯推进的动态发展过程，为统筹规划以三大产业为代表的我国制造业的发展方向与路径提供了重要的思路和依据。

The implementation of China＇s export-oriented strategies has gone through two major stages of developments, however,the dominance status Of the global division of labor system has created threats for China＇s export-oriented strategies due to the locking global value chain division. The China＇s export-oriented strategies eagerly need a third stage of development. Direct foreign capital has brought many new influences to import substitution industries and ＂Inward-looking＂ import-substitution strategy characteristics are greatly weakened. The automobile industry has evolved from import substitution industry （infant industry） to marginal industry, while the pharmaceutical industry showed growth momentum as an industry with typical import-substitution strategy. The development of three major manufacturing industries fully reflects the dynamic development stages fostering dynamic comparative advantage from the marginal sector to export sector and eventually to the import sector. The article provides important directions for the overall planning and development of the three manufacturing industries.
