The core of establishing a unified urban and rural construction land market is using market allocating rural construction land which is by long-term administration configuration. The basic idea is to promote rural construction land capitalization. The main path is to establish a market transaction object, give the village collective dominant position of property rights and individual farmers, establish market trading platform and improve the supporting system.
