Based on optimizing the allocation of environmental monitoring function between the central and the local, the central should take more function than the local does. By defining clearly the government and the market's respective role in producing the air quality data, government shall purchase more and more air quality monitoring service from the enterprisers according to the various local conditions. The diversified air quality monitoring market should be cultivated step by step while the environmental monitoring market is much regulated.
