现阶段对环境空气质量监测体制的改革探索，尚未有效解决地方政府对监测数据的行政干预以及地方监测能力薄弱且效率低下的问题。未来需以服务生态文明考核为目标，以有效提高监测数据质量为方向，逐步上移环境空气质量监测重心。推进建立“中央与地方双重管理、以中央管理为主”的环境质量监测双重管理体制，优化调整中央和地方的环境监测事权划分。妥善处理好环境空气质量监测中政府和市场的关系，在加强政府环境监测公共服务职能的同时，因地制宜、有序推进政府购买监测服务的力度。培育多元化的环境监测市场，并加强环境监测市场监管。

By defining clearly the government and the market＇s respective role in producing the air quality data, government shall purchase more and more air quality monitoring service from the enterprisers according to the various local conditions. The diversified air quality monitoring market should be cultivated step by step while the environmental monitoring market is much regulated.
