“黄浦江浮猪事件”是由病死动物抛河行为引发的流域水污染公共危机,黄浦江流域水污染府际合作治理机制是典型的由强制力推动的制度建设。本文在对“黄浦江浮猪事件”进行了五次实地调研的基础上研究流域水污染府际合作治理机制的建设过程和运行效果。研究发现,在社会舆论的推动下,黄浦江流域围绕污染源和污染物清理等方面展开了府际合作,有效控制了污染源,水质得到了明显改善。但是目前还没有建立起以流域为单位的府际合作治理整体性制度框架。应从深化畜禽产业转型升级和病死动物无害化处理工作、疏通河道、建立上下游地区间生态补偿机制等方面加强流域水污染合作治理机制建设。

"The Huangpu River floating pig event" is a public crisis of valley water pollution caused by the behavior of throwing fatality animal into the river. The paper explored the sustainable mechanism of regional public crisis governance based on five field surveys on "Floating Pig Incident" of Huangpu River. The study found that, forced by the public senti- ment, the governments began to cooperate around the pollution source and contaminant cleanup and other aspects. The pollution sources have been effectively controlled and the water quality has been significantly improved. But there is no institutional framework of intergovernmental cooperation governance based on watershed. Strengthening the con- struction of the intergovernmental co--governance mechanism should deepen the work of poultry industry transforma- tion and upgrading and the fatality animal harmless treatment, dredge the river, build ecological compensation mecha- nism and jointly control the collaborative mechanism between upstream and downstream.
