完善协调机制，实行科学管理，确保高效运作是实施知识产权战略的关键和瓶颈问题。相对于知识产权制度的建立和完善，我国知识产权协调机制作用的发挥始终是知识产权制度实施的“软肋”。从战略高度顸层设计我国知识产权管理协调机制，以依法行政为基石，以创新行政管理模式为手段，以主动作为、善于谋划为保障，集成有效资源进一步提升管理协调能力是一项迫在眉睫的任务。

It＇s a key and also a bottleneck issue in implementing intellectual property strategy to improve coordination mechanism and carry out scientific management so that we can ensure operation efficiency. In addition to the establishment and perfection of the intellectual property system, how to play the part of coordination mechanism remains China＇s Achilles＇ heel in enforcing the system. It＇s an imminent task to further enhance the management and coordination capacities by integrating resources. We should design China＇s coordination mechanism of intellectual property management from a strategically advantageous position. With the help of innovating administration modes, the mechanism should be based on lawful administration and be guaranteed by taking the initiative and dedicate planning.
