利用全球性国际组织谋求美国在国际文化领域的主导地位,进而推进美国的国际文化战略是美国筹划建立联合国教科文组织的主要动因。在联合国教科文组织的谈判和建立过程中,美国发挥了政策设计、议程引领和规则制定等方面的主导作用,最终促成了联合国教科文组织的建立。但在主导建立联合国教科文组织之后,美国却无法控制联合国教科文组织的运转,更无法将联合国教科文组织作为推进美国国际文化战略与对外政策的工具。

Seeking dominant position in international cultural field, and promoting America＇s international cultural strategy by making use of international organization is the primary reason for the U.S. to initiate the program of United Nations Educational, Scientific and Cultural Organization. Based on this strategic purpose, the U. S. played a key role in the policy design, agenda and rule making of UNESCO, and eventually led to the establishment of UNESCO. However, the U.S. was unable to control the operation of UNESCO, and failed to use this organization as an instrument of its own international cultural strategy and foreign policy.
