为了缓解目前进城务工后的农民工的居住、农村土地问题，在借鉴国内外解决农民工住房问题的实践经验的基础上，结合我国目前的公共租赁住房制度、“增减挂钩”政策以及户籍制度，提出了实行住房券的解决办法并从农村土地流转、补偿标准、使用途径、实施保障等方面进行了具体研究。

In order to alleviate migrant workers’land and housing problems after they went into cities to work,the paper creatively designs the system of migrant workers’housing vouchers which refer-ences to the practical experience of solving peasant workers’housing problem at home and abroad, and combines our country’s present public housing rent system,the policy of“change in linking ur-ban and rural construction sites”as well as the household registration system. The design of migrant workers’housing vouchers mechanism is focused on land circulation,compensation mechanism,u-sing ways,the safeguards of implementation and so on.
