The protection and development of villages with minority characteristics is of great significance, it has been incorporated into national strategies to implement in recent years. The basic principles such as by operation of laws, government guiding, participatory of multiple parties, positive, people -centered, integrity, and respect for the customs etc. should be adhered as they are the soul and core as well as the essential guiding regulation in the works of protection and development of villages with minority characteristics.
