基于投入导向DEA模型,对2003~2010年的中国省际农业水资源利用效率进行测算,结果显示:我国农业水资源效率一直维持在0.8以上,且有逐年上升趋势;多数地区的农业水资源的利用效率较高,差异不明显,仅有少数地区(福建、广东、海南、宁夏)的农业水资源利用率低于0.6的水平,有较大节水潜力。分别利用α和β趋同性检验方法对农业水资源利用效率的趋同性实证分析,α趋同性检验得出全国范围内的省份没有出现明显的随时间变动而缩小的趋势,但β趋同性检验发现各省份自身存在稳态效率,且随时间的推移最终会实现均衡。

This paper analyzes the efficiency of agricultural water in China based on Provincial Panel Data from 2003 to 2010, using input-oriented DEA model. The result shows that most provinces maintained at more than 0.8, which shows an increasing trend; only a few areas (such as Fujian, Guangdong, Hainan, Ningxia), whose water use efficieneies are less than 0. 6, calling for large water-saving potential. Empirical analysis of the convergence of agricultural water use efficiency is made by using α and β convergence test respectively. It suggested that there is no significant changes of shrinking among provinces nationwide following the time trends by using α convergence test, however,β convergence test shows that steady state efficiency exists in the provinces and regional water use efficiency will eventually achieve balanced as time passed.
