中国政府创设社会服务，不仅要致力于政策和实践活动的完善和创新，更需要注重理论创新。社会服务理论创新的一个重要议题是构建符合实际、具有中国特色的社会服务模型。无论是社会服务，还是社会政策整体的理论建构，都必须围绕着现代国家治理体系建设，以改善民生为目的，坚持用中国特色社会主义理论为指导，立足国情，吸收国外先进经验，依次展开。通过构建社会服务模型的理论框架来指导社会服务制度建设，这种尝试是积极的和有益的，同时，社会服务模型的构建和社会服务制度建设也为进一步完善社会政策的理论建设和创新社会政策实践活动提供必要的支持。

For developing social services, the China’s government should not only be committed to the improvement and innovation in policies and practices but also give theoretical innovation a priority. An important aspect of the theoretical innovation in social service theory is to build the realistic model of social services with Chinese characteristics, which is supposed to be built in a macro social policy framework and by the ideal method. This paper argues that, both social services and overall social policy theory must focus on advancing modernization in the State governance system, take aim at improving people＆#39;s livelihood, follow the guidance of the theory of socialism with Chinese characteristics, proceed from national conditions in China and learn the good experience of other countries. Moreover, it is positive and beneficial for social service system to build the theoretical framework of the social service model. The social service model and the social service system will also provide the necessary support to further improve the social policy theory and innovate upon the practice of social policy.
