全国人大常委会立法规划中制定类项目和修改类项目的＂此消彼长＂,是我国立法工作由以制定法律为主向制定法律与修改法律并重转变的量化显现,体现了立法工作重心的渐进转移。修改类项目在各届立法规划中主要作为一类项目列入,且其落实情况总体上好于制定类项目,显现出国家立法机关对法律修改工作的重视。为更好地发挥立法规划在法律修改工作中的作用,必须采取有效措施提高立法规划的落实率及其对实际立法的影响力。

The Shift of formulated legislative project and amended legislative project is the qualification performance of our country＇s legislative work which changed from law-making in the main to law-making and law-amending being paid equal attention. It exemplifies the gradual metastasis of legislative focus. It represents that the state legislature pays more attention to the revision of law and the amended legislative projects primarily are included in the legislative plan. Besides, their implementation overall is better than the formulated legislative projects. We must take effective measures to enhance the implementation rate and the influence of legislative plan in order to make a better use of the amendments of law.
