中共十八届三中全会以来，普惠金融作为微型金融的发展方向被提上日程，如何以普惠视角构建微型金融体系成为全新课题。文章以普惠金融的内涵分析释义微型金融的分析框架，在此基础上以陕西为例对微型金融的发展现状作出评价，以找出在普惠金融发展框架下微型金融的不足之处。最后，得出我国微型金融发展的总体思路，并提出了相应的对策与建议。

Since the Third Plenary Session of 18th CPC Central Committee, inclusive finance was putting on the agenda as the direction of micro- finance, it becomes a new topic to build a micro- finance system in inclusive perspective. This paper analyzes the connotation of inclusive finance which paraphrase the analytical framework of micro-finance. On the basis of the framework, this paper evaluates the development of micro-finance in shaanxi province as an example to find the deficiency. Finally, the paper draw the general idea of micro-finance development, and put forward the corresponding countermeasures and suggestions.
