由于受到土地资源有限、用地指标紧张等制约，许多开发区在发展过程中面临着新增用地严重不足、空间拓展受限等问题，一定程度上制约了开发区的发展。为此，借地发展作为一种新的空间扩展理念，在一些地区应运而生，而且发展势头迅猛。但由于借地发展中往往涉及跨行政区界以及空间不联系等问题，在实际操作中还面临着不少问题，文章以上海为例，在对这些问题深入分析的基础上，提出了相关对策措施。
由于受到土地資源有限、用地指標緊張等製約，許多開髮區在髮展過程中麵臨著新增用地嚴重不足、空間拓展受限等問題，一定程度上製約瞭開髮區的髮展。為此，藉地髮展作為一種新的空間擴展理唸，在一些地區應運而生，而且髮展勢頭迅猛。但由于藉地髮展中往往涉及跨行政區界以及空間不聯繫等問題，在實際操作中還麵臨著不少問題，文章以上海為例，在對這些問題深入分析的基礎上，提齣瞭相關對策措施。

In recent years, owing to the limited land resources and the shortage of land quota, lack of new increase land and limited development space are serious problems in many development zones, which restrict the development of the development zone.
