The appearance of the term ＂China＇ s ruling by law＂ caters to the needs of China＇ s pro- motion of rule by law and reflects the strong subject consciousness of solving practical problems in China. As the deepening of strategies of ruling a country and the objective of struggle in the construction process, China＇ s ruling by law becomes the guiding principle and action policy of legal construction in new situa- tion. Combined with China＇ s situation and socialist legal construction, DENG Xiao-ping＇ s ruling-by-law thought forms the frame, sketches a blueprint, indicates the future of China＇ s ruling by law and thus guides the realization of China＇ s ruling by law. The research on China＇ s ruling by law based on DENG Xiao-ping＇ s ruling-by-law thought is quite significant for the development of ruling-by-law theory, the promotion of consensus of ruling-by-law strategy, as well as the acceleration of the construction and the realization of China＇ s ruling by law.
