2005年,联合国在国际小额信贷年中提出了“普惠金融”的理念,即要使所有的穷人和富人都能平等地享受到金融服务。然而,我国农村金融的发展距离普惠金融还有很大差距,具体表现在农村金融机构的覆盖面较低、农村金融机构的可持续发展较弱以及减少农村贫困的效果有限等方面。基于此,创新我国农村普惠金融发展的路径十分必要,如正规涉农金融机构应建立高覆盖率的农村金融互联网;新型农村金融机构应积极拓展资金来源和减少信贷成本,实现其可持续发展;农业保险应努力建立减少农村贫困的农业再保险和巨灾风险分散机制;此外,还应进一步加强金融基础设施的建设,同时为农村普惠金融的发展创造良好的外部环境。

Inclu ble the poor to have sive finance was proposed by UN in 2005, International Year of Microcredit, to ena- the same financial service as the rich. Nevertheless, the development of China＇ s ru- ral finance still lags behind inclusive finance in low coverage of rural financial organizations, the weak sustainability of development of rural financial organizations, and the limited accomplishment in elimina- ting poverty in rural areas. This paper believes that innovations should be made in the path of inclusive fi- nance in China＇ s rural areas. For example, normal agricultural financial organizations should establish the financial network of high coverage in rural areas. New rural financial organizations should expand source of funding while reducing the credit cost so as to realize sustainable development. Rural insurance should have rural reinsurance and catastrophic risks dispersion system to reduce rural poverty. Further- more, financial infrastructure construction should be further strengthened and better outer environment should be set up for the development of inclusive finance in China＇ s rural areas.
