建立存款保险制度是我国金融改革的重要环节.存款保险制度是推进金融体制改革,建立银行业市场化的准入和退出机制,促进市场竞争和新陈代谢的重要举措.但是,存款保险制度的推行有许多问题需要研究和解决.本文认为,在存款保险制度建立之初,首先要考虑的应该是银行业市场是否会发生逆向选择的问题.本文认为,防范逆向选择问题应从四个方面入手：第一,建立强制存款保险制度,对接审慎监管制度;第二,存款保险制度的功能定位要准确;第三,存款保险机构应该建立科学合理的定价机制;第四,积极引导隐性存款保险制度退出银行业市场.

Deposit insurance system is an important measure to promote financial system re- form, the establishment of access and exit mechanism of banking market, as well as the market competition. This paper believes that in the beginning of the establishment of the deposit insurance system, the first consideration should be given to whether the adverse selection problem will occur to the banking market. To prevent adverse selection problem, four aspects should be focused on： first, the establishment of a mandatory deposit insurance system which is connected to prudential supervision system; secondly, the functional positioning of the deposit insurance system should be accurate; thirdly, deposit insurance institutions should establish a scientific and rational pricing mechanism; fourth- ly, actively guide the implicit deposit insurance system to exit the banking market.
