在国家的历史叙事中，边疆治理是一个无法绕开的经典议题。在我国传统社会时期，边疆治理是一元化的治理体系，精英主义色彩浓厚。边疆治理能力主要体现为边疆防卫能力、民族关系处理能力、边疆秩序建构能力。改革开放三十多年来，现代化浪潮以沛不可挡之势席卷边疆地区，边疆的社会形态发生了急遽嬗变，公民权利意识和利益意识逐渐觉醒。民主政治思想开始萌生。时代演变和社会变迁给传统边疆治理体系和治理能力提出了严峻挑战。当代边疆治理体系应该由一元化治理向协同共治的转型；当代边疆治理能力的重构，不但要完善边疆秩序建构能力，更要提升推动边疆发展的能力和完善公共服务供给的能力。

In the governance of the country in history, frontier governance is an important problem that cannot be ignored. In our traditional society period, frontier management is centralized governance system. The ability of frontier governance is to defend the border security, promoting national unity, maintaining stability. Since thirty years of reform and opening up, great changes have taken place in the frontier society, and sharply challenges traditional frontier governance system and governance ability. Therefore, the China＇s frontier governance system and governance capability must be enhanced accordingly.
