新时期，构建新型大国关系已经得到了党内的一致确认，显然，新型大国关系区别于传统大国关系，新型大国与守成大国之间的“冷战思维”、“零和博弈”①，早已不符合时代发展的潮流。当前，中俄关系呈现出机遇与挑战并存的特征，双方的合作有着扎实的基础，中俄“全面的战略协作伙伴关系”健康蓬勃发展，中俄关系也将在高水平上继续前进，这一良好的态势给世界各国之间构筑新型关系提供了“样板”。但必须承认，中俄关系也面临着诸多挑战，双方在能源、军售等方面还存在分歧，因此，新时期双方应该进一步建立互信，构筑新型中俄大国关系双方应以优势互补，合作共赢为着力点。只有这样，中俄才能永做“好邻居、好伙伴、好朋友”。

In this new age, the establishment of new type relations between major powers has been highly recog- nized among the CPC. This new type of relationship is obviously different from the traditional one, which is based on the ＂cold war mentality＂ and the idea of ＂zero-sum game＂. Nowadays, there exist both opportunities and challenges in the development of Sino-Russian relations. The co-operation between China and Russia is solidly grounded. The ＂compre- hensive strategic partnership＂ between China and Russia develops vigorously and will continue to move on at a high lev- el, which sets up an example for other nations to develop new type of relations. However, it should be admitted that the relationship between China and Russia is also faced with various challenges. The two parties have discrepancies in issues like energy and arm sales, etc.. Therefore, the two nations should build further mutual trust and develop relations on the basis of complementary advantages and win-win co-operations. Only in this way can two parties always be ＂good neigh- bors, good partners and good friends＂.
