战略性新兴产业具有复杂性、集成性和动态性等特征,其发展在技术、组织和市场等方面存在多重不确定性,需要政府建立有效的引导、协调、激励与约束机制。当前我国战略性新兴产业的相关政策呈现＂碎片化＂＂粘性化＂现象,缺乏对战略性新兴产业的动态演变进行持续性跟踪和控制。针对战略性新兴产业演进特征,政策主体应在政策管理实践中分析研究产业技术政策、国际合作政策、产业投融资政策和市场培育政策等在技术不同发展阶段的作用敏感性,发挥不同类型政策的协同作用,提高整个政策体系的动态适应性。

The strategic emerging industries have the characteristics of complex, integration, dynamic and the multiple uncertainties in technology, organization and market. Which need the government to set up effective guidance, coordination, and incentive mechanisms. Nowadays thereare some ＂fragmentation＂ and ＂sticky＂ phenomenon of the current policy problems in the promotion of strategic emerging industries. In view of thestrategic emerging industry evolution characteristics, policy subiects should analysis of the effect of sensitivity of industrial technology policy, international cooperation, industry investment and financing policy and market cultivation policy at different development stages of the strategic emerging industries technology. The government should advantage of the synergy of different types of policy and improve the dynamic adaptabilityof the policy.
