1931年百年不遇的江淮流域大水灾发生以后,南京国民政府合理定位自己的救灾职能,充分发挥政府的主导作用,组织了一场史无前例的大规模赈济活动。在整个救灾过程中,举措灵活多样,绩效表现明显,为后世的灾荒救济提供了宝贵的经验借鉴。

When the greatest flood of 1931,which was rare in the century,occurred in the Yangtse and Huaihe river basin,Nanjing National Government orientated its relief function rationally,and organized an unprecedent large-scale relief activity,fully playing its leading role.In the process of the relief,the measures were various and the achievements were remarkable,which offered valuable experience and reference for the later disaster relief.
