抗战时期是民国以来甘肃农业改良与推广最好的时期。各种农业改良与推广机构普遍建立起来,形成了以省农业改进所为中心,农林部和中央农产促进委员会督导、省农业推广委员会领导和县农业推广所（中心）具体负责,由农会和合作社与农家相联系,比较缜密的农业改良与推广系统。农业改良与推广的内容繁杂,主要在小麦、棉花的试验与推广,砂田的改良,农作物病虫害的防治和肥料的试验等方面做了一些工作。农业改良时间短、经费投入不足、农民农业技术知识不足是造成农业改良与推广绩效存在不足的主要原因。
항전시기시민국이래감숙농업개량여추엄최호적시기。각충농업개량여추엄궤구보편건립기래,형성료이성농업개진소위중심,농림부화중앙농산촉진위원회독도、성농업추엄위원회령도화현농업추엄소（중심）구체부책,유농회화합작사여농가상련계,비교진밀적농업개량여추엄계통。농업개량여추엄적내용번잡,주요재소맥、면화적시험여추엄,사전적개량,농작물병충해적방치화비료적시험등방면주료일사공작。농업개량시간단、경비투입불족、농민농업기술지식불족시조성농업개량여추엄적효존재불족적주요원인。
With the establishment of various institutes for agricultural improvement and promotion the anti-Japanese War period became the best time for agricultural improvement and promotion in Gansu.With the provincial agricultural improvement institute as a centre,supervised and directed by department of agriculture and forestry and central committee for agricultural promotion,under the leadership of provincial committee for agricultural promotion,and county institutes of agricultural promotion taking specific responsibility,through combination of peasant associations and cooperatives with farming families a rigorous system for agricultural improvement and promotion had been formed.Complex of works had been done,including wheat and cotton experiment and promotion,sand soil improvement,prevention of crop diseases and pest,etc.Because of insufficiency of time,investment and technological knowledges the above-mentioned activities had got less achievements.
