公共体育场馆服务外包是改革的趋势之一,构建服务外包风险识别与规避机制有利于减少相关风险。采用专家访谈和问卷调查法,在调查公共体育场馆服务外包项目状况的基础上,识别服务外包过程中的风险,进而构建服务外包的规避机制,研究认为:公共体育场馆服务外包项目主要有保洁、安保、绿化、设施的管理与维护等,基本上停留在日常管理业务服务外包上,而咨询、策划等高端服务项目外包还处在待开发阶段;公共体育场馆服务外包存在着有限理性风险、外包关系潜在锁定风险、逆向选择风险、道德风险、腐败风险、外包关系协调六大风险;通过建立合理的接包商选择机制、监督机制、激励机制、质量考评机制、自我保护机制、合同的弹性机制、人才培养与引进机制、"关系"管理机制八大机制对场馆的服务外包的风险进行规避。为公共体育场馆服务外包提供理论与实践依据。

The service outsourcing of public stadium is one of the trends of the reform and building its risk identification and avoidance mechanism can reduce the risk efficiently. Based on survey of public stadium service outsourcing project status,this paper identified the risk of service outsourcing and then built an avoidance mechanism by the methods of expert interview and questionnaire survey. Public stadium service outsourcing project,which always includes cleaning,security,virescence,facility management and maintenance,is still stuck at daily management service. Outsourcing of high service project,such as consultation and planning,still needs to be explored.Public stadium service outsourcing has limited rational risk,lock risk,adverse selection risk,moral risk,corruption risk,and outsourcing relationship cooperation risk. Building eight kinds of mechanisms can avoid the relative risks effectively. The eight mechanisms are used in contractor selection,supervision,quality assessment,self-protection,flexible contract,talent cultivation and introduction,relationship management. This paper provided theoretical and practical reference for public stadium service outsourcing.
