环境治理是一项复杂多变的工程,公众参与环境保护可以使环境治理得到民众的理解和支持,最大限度地减少冲突,化解社会矛盾,同时能让民众群策群力力,为为社会的共同利益出谋划策。环境保护管理需要深化公众参与的内涵,公众参与环境保护有利于形成环境保护管理和公众的理性互动。本文基于绿色议程与经济发展关系的视角视角,分析了当前我国转型升级所面临的法律环境,针对环境保护的公众参与制度存在的问题,设计出环境保护质量和公众参与表现权变框架。在此框架下根据绿色议程的基本思想,对公众参与环境保护制度的设计提出了一系列建议。

Environmental governance is a complex project. The public participation in environmental governance can make the public have a good understanding and support environment protection, minimize conflicts and resolve social contradictions, and at the same time, let people work together to put forward good advice for the social common interests. Environmental management needs to deepen the connotation of public participation, because it is beneficial for the formation of rational environmental management and public interaction. Based on the perspective of the green agenda and economic development, the article analyzes the transformation and upgrading of the current legal environment faced by our country. For these problems of public participation in the system, we design a unique contingency framework about environmental protection quality and public participation in environmental protection performance. Moreover, according to the basic idea of the green agenda and public participation in environmental protection system, we also put forward a series of recommendations.
