考虑资源与环境双重约束,基于2003-2012年市级面板数据,运用数据包络模型测度出中国京津冀、珠三角、长三角三大都市圈35个城市的工业效率。结果表明,京津冀地区的工业发展综合效率水平均相对较低。同时,对区域工业综合效率的影响因素进行回归分析发现,产业结构、资源禀赋水平平、科学技术支出与综合效率呈显著正相关;资本与劳动比、外商直接投资与工业综合效率表现出显著负相关。最后,依据分析结果提出针对性建议:加大生产技术研发投入入,推动科技进步与创新能力提升;合理调整地区外资政策,充分发挥外资和人力优势;加大环保技术的研发及推广力度,完善环境法律法规体系体系;切实加快产业结构优化升级的步伐,优化能源结构。

Considering the dual constraints of resources and environment, we use the 2003 -2012 interurban panel data and the Data Envelopment Analysis Model to respectively measure the industrial efficiency of 35 Chinese cities in three metropolitan areas of the Beijing - Tianjin - Hebei region, the Pearl River Delta and Yangtze River Delta. The results indicate that the industrial efficiency of the Beijing- Tianjin- Hebei region is relatively low. Meanwhile, we have the regression analysis about the influential factors of regional comprehensive industrial efficiency, and the results show that the industrial structure, the level of resource endowment and the expenditure of science and technology are positively correlated with compre- hensive efficiency; the ratio of capital and labor and the direct foreign investment are negatively correlated with the industrial comprehensive efficiency. Finally, we put forward some focused suggestions according to the results of regression analysis: increasing the investment of R&D of production, and promoting the progress of society and the upgrading of innovation ability; adjusting the foreign capital policy reasonably and guiding the development of new industry by the advantages of foreign capital and labor force; improving the system of rules and regulations on environmental protection, and increasing the R&D and promotion of the environment - protecting technology; and accelerating the pace of upgrading and optimizing industrial structure, and optimizing the energy structure.
