This paper analyzes the water rights trading of Manas River Basin, and discusses the positive and negativeexternalities about the water rights trading of Manas River Basin by using the externality theory; The study analyzesthe example of Dongyang and Yiwu＇s water rights trading and proves that the existence of externality in the water rightstrading. At the end of this paper some viewpoints are given and hope that the effect of externality will be reduced in thewater rights trading.
