本文基于中国工业企业数据库,利用双边随机前沿分析法测度并检验了企业和员工拥有的权利配置控制权对员工劳动所得的影响效应。研究结果表明:①权利配置控制权对员工劳动所得有重要影响,企业拥有的强势权利配置控制权使员工普遍获得了低于“公平”价格的劳动所得;②权利配置控制权强弱具有明显的异质性.但员工无疑在获得劳动所得的过程中普遍处于弱势地位.最终结果是员工的劳动所得低于“公平”劳动所得的幅度达7.93%;③相比于其他所有制企业。国有企业员工普遍拥有较弱的权利配置控制权,这使国有企业员工并未获得更高的劳动所得。改革企业内部收入分配问题.必须提高员工的权利配置控制权,即赋予员工平等获得收益的权利.强化员工普遍获得收入的权利,给予员工充分获得教育、医疗等基本生存和发展的权利。同时.国有企业是收入分配改革的重点,政府应大幅提高国有企业利润上缴比例.使上缴部分更多用于民生改善。

Based on China's industrial enterprise database, this paper applies two-tier stochastic frontier model to measure and examine the effects of the control rights of allocation between firms and workers to the labor income. The results show that: O)Control rights of allocation does have important effects on the ultimately formation of workers' labor income, and finns have the strength control rights of allocation which would make workers get less than 'fair' price of labor income. ~)Control rights of allocation has obvious heterogeneity, however there is no doubt that workers are in a weak position in the process of getting labor income, and almost all workers have to receive a labor income which is lower than the 'fair' labor income. ~)Workers in state-owned enterprises have much weaker control rights of allocation than the other property enterprises, which would make them cannot get higher labor income. Our suggestions are as follows. In order to reform the internal income distribution in enterprise, it is necessary to strength workers' control rights of allocation, that empower workers' equal right of profits, strengthening workers' general right of earning, and give workers' sufficient rights of survival and development, such as education and health care. At the same time, state-owned enterprise is the key object for the reform of income distribution, the government should increase the proportion of profit that state-owned enterprises turn over, and share more in improving the livelihood of the people.
