解决小微企业融资困境的关键在于打破信息不对称瓶颈，基于对山东省部分小微企业和银行的问卷调研，在系统分析山东省小微企业融资现实的基础上，指出山东省小微企业融资信用市场的现存问题，对小微企业守信一失信行为选择进行经济学理论分析，并对山东省小微企业征信信息平台建设与创新提出具体政策建议。通过积极推动中小微企业征信信息平台的制度建设与技术创新，实现小微企业、银行、政府等多方共赢，提高经济发展过程中的资源配给效率，优化区域金融生态环境，从根本上解决中小微企业融资困境难题，进而实现经济效益与社会效益的最大化。

The key to solve the financing difficulties of SME is to break the bottleneck of information asymmetry, we analyzed the financing reality of some Shandong＇ s SME, pointed out the main problems existing in the credit market and gave advises of construction and innovation of SME＇ credit information platform based on the financing questionnaire survey of SME in Shandong Province. The win-win situation can be created through the construction and innovation of SME＇ credit information platform. In addition, the resource allocation efficiency is also improved and regional financial ecolggieal environment is optimized, which can solve the problem of financing difficulties. So the maximization of the economic and social benefit is achieved.
